Finance Director/City Treasurer - City of El Cerrito, California
El Cerrito is in western Contra Costa County and forms part of the highly urbanized area along the eastern shore of San Francisco Bay. El Cerrito has a population of approximately 25,508 and covers an area of 3.9 square miles. It is a community of highly educated residents due primarily to the proximity to UC Berkeley and the San Francisco Bay Area high-tech economy. It is known for its temperate climate and breathtaking views of San Francisco Bay and the Golden Gate Bridge from the hillside areas. Interstate Highway 80 passes near the western boundary of the community, while the crest of the Berkeley Hills and Wildcat Canyon Regional Park define the eastern boundary. The Hillside Natural Area is approximately 102 acres of City-owned open space in the center of the City, surrounded by residential homes. The community is served by AC Transit and the Bay Area Rapid Transit (BART) system, with two stations near both the northern and southern boundaries of the city. In addition, several other transit agencies also serve the El Cerrito del Norte BART station, providing excellent public transportation to the entire Bay Area. The City seeks a hands-on, forward-thinking Finance Director/City Treasurer who is data driven, committed to best practices, and makes fiscally responsible recommendations. The ideal candidate is an ethical leader who is a proactive problem solver and has a successful track record in evaluating systems and operations, identifying policy gaps, and making recommendations for increased efficiencies. The successful candidate will have excellent communication and interpersonal skills to enable effective working relationships with staff, senior leadership, elected officials, and other stakeholders. A commitment to transparency and the ability to effectively communicate complex financial information in a manner that can be understood by the community is a must.
Strong municipal finance and budgeting competency and experience in financial forecast modeling is required. Minimum qualifications include a Bachelor’s Degree with major work in accounting, finance, business administration, or related field with a Master’s degree is highly preferred, and six years of increasingly responsible governmental accounting experience, including three years of management and administrative responsibility preferably as a Finance Director or Assistant/Deputy Finance Director or similar. Certified Public Accountant (CPA) is not required, but desirable.
The annual salary range is $145,274.00 - $181,593.00. Placement within this range is dependent upon qualifications.
