The City of Santa Barbara is full-service city managed under the Council-Manager form of government. The City operates with a two-year Financial Plan on a fiscal year that annually begins July 1. The 2020-2021 General Fund operating budget and Capital Improvement Fund budgets were $164.8 million and $24 million, respectively. The City maintains a balanced budget with 25% of funds retained as an emergency reserve.
The Finance Director leads a team of 39 personnel with a fiscal year 2020 operating budget of $14.3 million. The Finance Director is responsible for revenue and expenditure forecasts, budgeting, investments, debt instruments, fiscal integrity and internal controls, maintaining and implementing best practices, financial policies and procedures, and communicating complicated financial matters to a variety of audiences in understandable terms. The Finance Director works collaboratively with citywide departments to plan, develop, implement, monitor, evaluate, and report the City’s achievement of short- and long-term financial goals and fiscal responsibilities. Applicants must have 8 years of recent progressively responsible experience in accounting, auditing and management including 5 years of supervisory experience, and a Bachelor’s Degree in accounting or a related field from an accredited four-year college or university. Experience as a Finance Director in a comparable size City or Assistant Finance Director in a larger jurisdiction and a Master’s degree in Public Administration are desirable. The annual salary range of the position is $166,441 to $202,311, and the City provides an excellent benefit package.
