Director of Human Resources -City of Hayward, California

The City of Hayward (estimated population 158,241), located in Alameda County, is the Bay Area’s sixth largest municipality and ranks among the most diverse cities in the entire state of California. The City of Hayward is organized into 12 major departments with 907 full-time equivalent positions and a FY 2020/21 budget of $326.7 million; general fund budget of $169.6 million.

The Human Resources Department has a dedicated and committed staff of 13 and FY 20/21 budget of $12,933,632.  The department oversees Benefits Administration, Employee and Labor Relations, Organizational Health, Recruitment and Selection, and Workplace Safety. The department serves as a strategic business partner and provides leadership, expertise, support, and guidance to its internal and external customers.

As a member of the executive leadership team, the Director will be a seasoned human resources generalist with labor relations and negotiations experience, particularly in a public safety environment. The ideal candidate is a strategic thinker who is knowledgeable of innovative approaches to talent management, succession planning, and recruitment strategies to attract and retain a high-performing and diverse workforce.  The Director will be committed to goals and values of achieving racial equity, diversity, and inclusion.

A bachelor’s degree with major study in business, public administration, personnel administration, or a closely related field as well as eight years’ experience in all phases of a public personnel program, including two years in a supervisory capacity is required.

Annual salary range of $170,352 to $207,022 DOQE (anticipated salary is $189,092 - $229,798 effective January 1, 2021, pending City Council approval).  Excellent benefits including CalPERS 2.5% at 55 (Classic).
